Second Operator has only 12 million active subscribers

”Some of the operator’s sim cards are not active,” Hassan Rezvani told Mobna news agency.
”The operator’s inactive sim cards are not counted as subscribers but are accounted for in financial calculations,” he said.
”As the operator offers prepaid sim card, it is required to pay government dues accordingly,” he added.  
”MTN-IranCell sms-only sim cards (Ghasedak) are not counted as subscribers but taken as another mobile phone service,” he continued.
Second Operator, according to its license, is required to attract 16 million subscribers over 15 years.
