In answer to the question as what caused the delay in its endorsement, he indicated that it was mainly because of lack of coordination among organizations involved.
Replying to another question that the Supreme Cultural Revolution Council opposes some parts of the regulation, he indicated that SCRC does not oppose the guideline at all.
He stressed that no date could be given as when the guideline will be announced.
This is amid report that Iran Telecom CEO has said yesterday that the delay has been caused by some security clauses in the manual.
It is to be said that the MMS guideline consists of two attachments, namely cultural and security.
The cultural attachment, however, received SCRC ratification last year, but the security attachment is yet to be passed.
